Playback seems to start where you last left it.

Playback seems to start where you last left it instead of at the head of the clip or at the in-point as expected.

This is hardly considered a bug 
Actually, i think it is a very nice feature! Think about long takes where you might find the fact that clip "remembers" its last position very useful.
Anyway, for you and the rest of the crowd that "expects" the clip to load parked on the IN Mark, you just need to modify User Option CLIP TO IN-MARK. Simple as that.
